REQUEST FOR PROPOSALS (RFP)
PUBLIC ART – Pedestrian Bridge Medallions/DesignIntroduction

 

The City of Sherwood is seeking an artist, or artist team, to develop a series of eight (8) stainless steel
medallions that will be permanently installed on the 99W Pedestrian Bridge. This art would be visible
to pedestrians using the bridge as they cross over Hwy 99W. The City envisions artwork around the
theme of "Who Walked Here?" The following questions guide this artwork:

• Historically, who has called this area home?

• In whose footsteps are we traveling today as we walk from one side of the city to the other?

• Along with people, what types of animals and wildlife might have traveled this route?

This opportunity is open to artists of all mediums with public art experience, with preference given to
artists who are based in, or have a significant body of work in, the Pacific Northwest.

Proposals and statements of interest are due no later than 5:00 P.M., PDT, on Tuesday, July 1, 2025.

The City may elect to accept, reject or reopen this solicitation at their sole discretion, should it be deemed necessary.

A. Budget
The artist should include a line item project budget which includes the artist's design fee, estimated materials cost, and travel costs (if applicable).

B. Scope of Work
This is a design project, with elements of collaboration with community stakeholders. The artist will also work with the fabricators to see the process through to completion.

The competition is open to all artists. Preference will be given according to the selection criteria below.

C. Eligibility
1. The selected artist will work with City staff and the Cultural Arts Commission to design a series of eight (8) pieces of artwork for this outdoor site.

2. It is preferred that artists have experience working within the public process in public settings, as well as a proven ability to work with fabricators and installers.The designs for this site should be original, reflect artistic excellence, and be able to be adequately and safely installed and maintained.

3. The selected artist will be required to provide a certificate of insurance naming the City of Sherwood as Additional Insured for the duration of the contract.

D. Selection Criteria
Proposals will be scored and ranked. The successful proposal will be determined by the highest point total, based on the categories below:

Proposer qualifications, experience, and demonstrated artistic merit/ability. 25 points
Cost reasonableness and appropriateness as compared to all other proposals. 10 points
Experience working within the public process. 10 points
Demonstrated skill designing permanent artwork suitable for the outdoor environment. 20 points
Artistic excellence with the proven ability to create a high quality, easily maintained, durable large- scale artwork. 20 points
Proven capacity to deliver the project requirements on time and within budget. 15 points

E. Information about the Site
This artwork will be installed on the surface of the 99W Pedestrian Bridge at eight (8) specific spots (see Exhibit A for specific locations and dimensions).

F. How to Apply
All submittal requirements must contain page numbers and include the following items in the order listed below. The qualifications package will not be considered if incomplete.

1. Letter of interest: no more than one page in length, which explains your interest in the project. Include your name, address, phone number(s) and web site, if available.

2. Artist's Statement: no more than one page in length, describing your work.

3. Current Resume: if submitting as a team, an individual resume must be submitted for each team member. Resume/s should reflect artist/s' experience in designing and working with fabricators, and public, outdoor art experience.

4. Project Budget: a corresponding project budget including the artist's desired design fee, estimated materials cost, and travel costs (if applicable).

5. References: at least three professional references with a familiar knowledge of your work and working methods in public settings. Include the reference's name, title, agency/business, complete address, e-mail address, and phone numbers. Also, include the title and location of the artwork created for the reference. References provided as part of this application may be contacted prior to final selection.

6. Images of work: up to ten images of relevant work samples. The images should be numbered and labeled with the title of the piece, the medium, the date, the dimensions, and location of the artwork.

7. Supportive materials: artist may include up to three selections of supportive materials such as reviews, news articles, social media and other related information.

8. Submit one copy of the proposal via email to Chanda Hall, Manager of Sherwood Center for the Arts, hallc@sherwoodoregon.gov. by 5:00 P.M., PDT, on Tuesday, July1, 2025. The subject line of the email should read, "Public Art- Medallions" All submitters will receive an email confirmation of the receipt. Late applications will not be considered.

H. Cancellation
The City reserves the right to cancel this RFP at any time. The City reserves the right to waive minor informalities or discrepancies contained in any Proposal.

I. Contract
A sample of the City of Sherwood’s Standard Professional Services Contract is available on the City’s website.

J. Deadline for Submission of Proposals
The proposals must be received by 5:00 P.M., PDT, on Tuesday, July 1, 2025. Proposals must be emailed to Chanda Hall, Arts Center Manager, hallc@sherwoodoregon.gov. Timely submission of proposals is the sole responsibility of the proposer.

The City reserves the right to determine the timeliness of all submissions. Proposals received after the deadline will not be considered.
